Just guessing here, but I think that he’s saying that Pelosi threw out a line & caught garbage to put in the Bill. IMO: I believe that these things she wanted added are those people/groups that help put money into certain Dems pockets. They have endless ways to get repaid for doing “favors”. One way is to give “jobs” to kin. These types of things have made Democrats rich. Reality is the salaries of “public service” jobs alone do not pay enough for someone to get rich.
